Lord Fairfax Community College is an agency of the Commonwealth of Virginia and must conform to its laws when making purchases. The College encourages vendors to register with eVa, a Web-based purchasing system that allows participating agencies to invite bids, receive quotes, and place orders. Vendors should refer to the Purchasing Manual for Institutions of Higher Education and Their Vendors, which explains the terms and conditions under which state agencies contract for goods and services.

Vendors whose firms are eligible for Small, Minority, or Women-Owned status should register for certification with the Department of Minority Business Enterprise.

Small, Women-Owned, and Minority (SWaM)

All Virginia agencies are encouraged to conduct as much purchasing business as possible with certified SWaM vendors. Any purchase under the $5,000 threshold should be done with a SWaM vendor. In addition, Virginia agencies conducting Quick Quotes are encouraged to solicit as a Set-A-Side for SWaM vendors. Every state agency must report on a weekly basis the amounts spent for each category of small, women-owned and minority against its total expenditure for the week for all goods and services. Each year every state agency must submit an annual SWaM Plan that outlines the agencies methodology and goals for supporting the initiative.
