Overview
Capital Outlay is defined as the utilization of existing facilities and the justification for expenditures related to the planning and construction of new facilities in addition to maintenance reserve. Capital Outlay projects are authorized by the General Assembly or Governor through an established authorization and approval process. Non Capital Outlay projects are small in scope and are funded within the College's available resources and do not require authorization from the legislature or the Governor.
The Bureau of Capital Outlay Management (BCOM) provides the professional and administrative staff support for the Director of the Division of Engineering and Buildings in his legislatively-mandated role as the Building Official for State Buildings. The Bureau is also charged with assisting the Department of Planning and Budget in the capital budgeting process.

LFCC currently operates and maintains two campuses, one educational center (Luray-Page County Center) and one administrative site in Middletown. The College is comprised of 164,470 gross square feet on the Middletown Campus, 60,586 gross square feet on the Fauquier Campus and 4,500 gross square feet at the satellite facility in Luray, Virginia, for a total of 229,556 gross square feet.
